Kenneth D. Garrett, Jr., Chief Executive Officer and Founder
Mr. Garrett has been the Chief Executive Officer of All Phase Security, Inc. since the company’s founding in 1994. He is a former law enforcement officer employed by the City of Live Oak, City of Marysville, District of Sutter (as a Deputy Sheriff) and t he City of West Sacramento. During his law enforcement career he was assigned to patrol, traffic, general investigations, special investigations, boat patrol, Special Weapons and Tactics, and narcotics enforcement. Mr. Garrett has an Associate of Arts Degree in the Administration of Justice from Yuba College and is a licensed private investigator, drug recognition expert instructor, firearm and baton instructor, and field training officer. He holds the Basic, Intermediate and Advanced P.O.S.T. certifications and has attended over 20 P.O.S.T. certified courses. Mr. Garrett is responsible for the general operation, supervision and management of a staff of over 200 employees servicing clients both public and private throughout the State of California.
Martin M. Flatley, Co-Founder
Mr. Flatley began his law enforcement career in 1970 with the Yolo District Sheriff’s Department. He was assigned to the patrol division and was a member of the Sheriff’s Special Weapons and Tactics Team. In 1987 he was hired by the newly established City of West Sacramento Police Department. Assigned to the investigations division, Mr. Flatley worked major incidents, homicide and robbery. He served as a training officer and OIC in the absence of the shift Sergeant. Mr. Flatley also served as the Peace Officer Association president for ten years, establishing employee/employer relationships and maintaining rapport with the administration.
Tim Huntsinger, All Phase Security Technology Division President
Tim Huntsinger is the president of the All Phase Security Technology Division. Mr. Huntsinger is currently directing the separation of the division and overall direction of the technology division. Mr. Huntsinger oversees the entire client portfolio for All Phase Security, Inc. Mr. Huntsinger has over fifteen years of experience in the security industry which includes field operations, internal and field investigations, security assessments, installation of access control, and CCTV design and layout. Mr. Huntsinger holds all BSIS certifications and remains an active manager in the delivery of quality services by All Phase Security.
Wendy Cazares, Vice President Human Resources
Ms. Wendy Cazares holds a Certificate in Business Management from the National Education Center in Sacramento. She is a longstanding member of the All Phase management team and a former independent business owner. She joined the company and worked her way up through the ranks working in reception, dispatch, operations and now management. She is proficient in the critical use of software for the management of the business, Valiant and ACT. She is a proactive manager with excellent customer relationships who is quick to solve challenges and able to mobilize All Phase resources to serve a client.
Al Rosenbloom, Director of Operations - Bay Area
Mr. Rosenbloom is a veteran public law enforcement officer with peace officer experience in New York, Oregon and California. He has worked over ten years in the private security industry and recently joined All Phase to lead our sales and security operations in the Bay Area. In addition to law enforcement credentials, Mr. Rosenbloom holds a guard card, and certifications in OC spray, baton, and firearms.
Larry McCormack- Stockton branch manager
Larry McCormack has over thirty years experience in the investigative, expert witness, security and paralegal fields. His investigative background includes thirteen years as a sworn peace officer in Northern California. After leaving law enforcement, he owned and operated a private investigations and paralegal firm for over 18 years in Sacramento, California. He has qualified as an expert witness in several California Superior Courts in the fields of narcotics, firearms training, ballistics, wound ballistics, blood spatter, projectile trajectory, and other firearms related issues. Mr. McCormack has expertise in the field of human resources for a national corporation and has a strong knowledge of labor law, employee supervision, and business management. He has a Bachelor’s Degree in Criminal Justice, and from 2002 through 2004, he served as the Sacramento District Governor and District Director for the California Association of Licensed Investigators (CALI), the largest private investigation and security association in the world. He has worked as an executive with All Phase Security, Inc. since January 2008 and was responsible for the initial start up of the All Phase branch offices in Nevada County and Stockton, California. He has managed the Stockton office since October 1, 2008. He regularly holds training classes for new security officers and advanced training for existing security personnel in the Stockton office training facility.
